Amends the Public Recreational Facilities Authorities Act (§ 15.2-5604) to expand the powers of public recreational facilities authorities in Virginia

Adds new authority for these entities to make grants to participating localities, the Commonwealth, other political subdivisions, federal agencies, and private persons

Grants may be used to promote the purposes of the authority, specifically including tourism development

Authorities retain existing powers including acquiring and operating projects, issuing bonds, setting fees, and entering contracts with government entities and private parties
