Expands the definition of "law-enforcement officer" for emergency and temporary detention transportation purposes to include retired law-enforcement officers authorized by local agencies who served within the past 10 years and left in good standing.

Establishes that alternative transportation providers are deemed "available" if they can take custody within six hours and "able to provide safe transportation" if they are Department of Behavioral Health and Developmental Services employees, contractors, or private/state hospital employees.

Allows law-enforcement agencies or alternative transportation providers to transfer custody of detained individuals to facilities capable of providing appropriate security while awaiting transport to a temporary detention facility.

Authorizes trained employees or contractors of alternative transportation providers to use restraint when necessary to ensure safety or maintain custody after less restrictive techniques prove ineffective.

Requires alternative transportation providers to maintain continuous custody of minors from the time of transfer from law enforcement until delivery to the temporary detention facility.
