Adds Fairfax County as a sixth eligible host locality for casino gaming, specifically requiring a county with population over 1.15 million, at least 6% tax-exempt real estate, and urban county executive government form.

Restricts any Fairfax County casino site to locations within one-quarter mile of a Metro Silver Line station, part of a mixed-use development of at least 1.5 million square feet, within two miles of a regional mall of at least 1.5 million square feet, and outside the I-495 Beltway.

Expands the definition of "casino gaming establishment" to explicitly include conference centers, hotels, entertainment districts, and large-scale concert venues as part of the licensed premises.

Changes terminology throughout Virginia's casino gaming laws from "eligible host city" to "eligible host locality" to accommodate the addition of a county.

Maintains existing requirements for casino operators including $300 million minimum capital investment, local referendum approval, and Department certification before proceeding to voter consideration.
