Establishes the Virginia African American, Asian American, Pacific Islander, Latino, and Indigenous Education Advisory Board as an executive branch advisory body to advise on how these communities' histories are represented in Standards of Learning and curriculum frameworks

Creates a 32-member board with 28 nonlegislative citizen members appointed by the Speaker of the House, Senate Committee on Rules, Governor, and chairmen of the Virginia African American, Asian American, Latino, and Indian Advisory Boards, plus 4 ex officio members including the Superintendent of Public Instruction

Requires the board to recommend edits to Standards of Learning, develop model curricula for ethnic studies elective courses in secondary schools, and recommend professional development for culturally competent instruction

Mandates annual reports to the Governor and General Assembly, with the board required to meet at least once before December 31, 2027

Contains a sunset provision expiring the board on July 1, 2030
