Vehicles that fail an emissions inspection reinspection or have an onboard diagnostic system in a "not-ready" condition may qualify for an emissions waiver if the owner has spent the required minimum on repairs and restored any removed or damaged emission control equipment.

Creates the Motor Vehicle Glass Act requiring glass repair shops to notify customers before service whether their vehicle has an advanced driver assistance system (ADAS) and whether calibration is needed after windshield repair or replacement.

Glass repair shops must inform customers whether they will perform ADAS calibration to manufacturer specifications, and if not, advise customers to visit a certified dealership or qualified specialist.

After ADAS calibration is performed, repair shops must provide written notice of whether the calibration was successful and direct customers to appropriate specialists if unsuccessful.

Violations of the new Motor Vehicle Glass Act are added to the list of prohibited practices under Virginia's Consumer Protection Act, making them subject to consumer protection enforcement and penalties.
