Amends Virginia's Constitution to allow the General Assembly to modify congressional districts outside the regular decennial redistricting cycle if another state redistricts its congressional seats for purposes other than responding to the federal census or court orders.

Limits this special redistricting authority to the period between January 1, 2025, and October 31, 2030, in response to actions taken by other states during that same timeframe.

Schedules a special election for April 21, 2026, for voters to ratify or reject the proposed constitutional amendments, with ballot language asking whether to "temporarily adopt new congressional districts to restore fairness."

Appropriates $5 million to the Department of Elections for FY2026 to cover costs of the April 2026 special election, including voter education, administrative expenses, and grants to localities for in-person absentee voting.

Requires all legal challenges related to constitutional amendments or related elections to be filed exclusively in the Circuit Court of the City of Richmond, effective September 1, 2025, with pending suits transferred immediately.
