Court may grant entry rights after proper service on the adjoining property owner and a hearing, with conditions as justice requires including potential bond requirements

Entry granted under this process is not considered trespass, but the petitioning owner must restore the adjoining property to its previous condition and is liable for actual damages

Directs the Office of the Executive Secretary of the Supreme Court of Virginia to create a standardized form for these petitions
