Prohibits Virginia law-enforcement officers from assisting federal civil immigration enforcement operations unless presented with a judicial warrant or subpoena, with exceptions for joint criminal law-enforcement task forces

Requires federal immigration enforcement agreements to include provisions mandating ICE agents identify themselves clearly (without using "police" markings), provide agent names 7 days in advance of operations, and comply with all Virginia laws

Bans ICE immigration enforcement activities at schools, faith-based organizations, courthouses, and within 500 yards of polling places during elections

Prohibits ICE from using surveillance technology (facial recognition, license plate readers, cell-site simulators, drones) for immigration enforcement, except for individuals unlawfully present who have been convicted of violent felonies

Existing federal immigration enforcement agreements must be modified to comply with these requirements by September 1, 2026, or they become void and unenforceable
