Transfers regulatory authority for licensed massage therapists from the Board of Nursing to the Board of Physical Therapy, repealing existing massage therapy provisions under Article 5 of Chapter 30 of Title 54.1

Establishes licensure requirements for massage therapists including minimum age of 18, completion of 500 hours of training from an approved program, and passing the Federation of State Massage Therapy Boards licensing examination

Creates a five-member Advisory Board on Massage Therapy appointed by the Governor, consisting of three licensed massage therapists, one massage therapy school administrator or faculty member, and one citizen member

Adds one licensed massage therapist position to the Board of Physical Therapy, reducing physical therapist seats from five to four while maintaining the seven-member board size

Enacts Virginia's entry into the Interstate Massage Compact, allowing massage therapists with multistate licenses (requiring 625 hours of education and background checks) to practice across all member states
