Requires the Judicial Inquiry and Review Commission to submit its annual report to the Chairs of the House and Senate Committees for Courts of Justice and to the ranking minority party members on those committees

Changes terminology from "Chairmen" to "Chairs" throughout the statute

Establishes that annual reports are no longer automatically confidential; Committee Chairs may release reports to General Assembly members

Allows a majority consensus of the Chairs and ranking members to rescind or redact portions of the annual report within 30 days of submission

Mandates automatic publication of the annual report if no action to rescind or redact is taken within 30 days, with extensions for weekends, holidays, or days the General Assembly is closed
