Amends the City of Norfolk's 1918 charter to add a new power (Section 29) allowing the city to require nonconforming properties to comply with zoning ordinance regulations within a specified timeframe

Applies only to properties where there is a "substantial negative impact on public health, safety, and welfare" that do not conform to zoning district regulations

Requires a minimum two-year period for property owners to bring nonconforming land, buildings, structures, and uses into compliance with zoning requirements

Reorganizes existing charter language by renumbering the voluntary residential design guidelines provision as Section 28
