Authorizes state and local law-enforcement officers in Planning District 8 (Northern Virginia) to enforce federal traffic infractions on highways within that district

Makes violations of federal traffic laws on Planning District 8 highways punishable under Virginia law with equivalent offenses and penalties

Applies to highways on property where Virginia transferred land to the federal government under concurrent jurisdiction arrangements

Violations may be charged using the uniform traffic summons form and must reference both this section and the applicable federal statute or regulation

Cases are heard in general district court where the violation occurred, with appeal procedures following standard misdemeanor protocols including jury trial rights
