Requires the Coordinator of the Virginia Sexual Assault Forensic Examiner Coordination Program to be a registered nurse licensed in the Commonwealth with experience as a forensic nurse.

Expands Commonwealth-funded forensic examinations to include anonymous trace evidence collection kits for strangulation victims, in addition to existing coverage for sexual assault physical evidence recovery kits.

Victims of strangulation or sexual assault are not required to participate in the criminal justice system or cooperate with law enforcement to receive these forensic medical examinations.

Adds definitions for "anonymous trace evidence collection kit" and "physical evidence recovery kit" to the Criminal Injuries Compensation Fund statutes.

Establishes a work group to submit recommendations by November 1, 2026, on streamlining reimbursement processes for forensic medical examinations, increasing fund reimbursement percentages, and covering forensic nurse costs including mileage, expert witness testimony, and telehealth services.
