Changes the earliest school start date from 14 days before Labor Day to 14 days before September 1 of each year, providing school boards with slightly more scheduling flexibility

Requires school divisions that start before Labor Day to close schools from the Friday immediately preceding Labor Day through Labor Day

Allows the Board of Education to waive the start date requirement for school divisions offering year-round instructional programs in elementary, middle, or high schools

Permits local school boards to approve alternative four-day weekly school schedules, provided schools maintain a minimum of 990 instructional hours for grades K-12

Maintains existing exceptions for school divisions in Planning District 16 and those with students attending Northern Neck Technical Center to start earlier than the standard date
