Implementation plan must include a phased schedule, completion date, cost estimates, alternative timelines, and any recommended statutory or budget changes

Director must report study findings and implementation plan to the Governor and relevant legislative committees by October 1, 2026, with costs to be included in future budget forecasts before proceeding
