Prohibits court clerks from charging fees to attorneys for secure remote access to nonconfidential court records when the attorney is certified by the Virginia Indigent Defense Commission and currently appointed to represent a defendant in that jurisdiction

Requires attorneys receiving free remote access to agree to continue accepting court appointments in that jurisdiction as a condition of the fee waiver

Allows clerks to terminate the free remote access agreement if the attorney abuses the privilege, is removed from the court-appointed attorney list, or stops accepting appointments from that court

Amends Virginia Code § 17.1-267, which establishes various services for which court clerks may not charge fees
