Expands Virginia's underground transmission line pilot program from two qualifying projects to four, with applications accepted through July 1, 2033, and a final report due December 1, 2034

Requires qualifying projects to include 500 kilovolt transmission lines constructed at least partially underground when located within one quarter mile of any residentially zoned area

Mandates localities pay at least 50% of the marginal cost difference between underground and above-ground construction, with the Commission determining additional cost allocation if retail customers elsewhere would be adversely affected

Authorizes localities to impose an additional utility consumer tax levy of up to $0.99 per month on residential customers to fund their share of underground transmission costs, exempt from standard utility tax limits

Allows localities to withdraw from approved projects within 30 days of final Commission order by filing notice and rescinding their resolution of support, which would remove the project from the pilot program
