Mandates identification of the 25 highway segments with the highest rates of crashes, injuries, or fatalities involving vulnerable road users

Requires evaluation of potential safety improvements, funding mechanisms, and fiscal implications of automated traffic enforcement civil penalties in designated zones

Report with criteria and recommendations due to Senate and House finance and transportation committees by November 1, 2026
