Establishes the Virginia Solar Energy and Battery Energy Storage Systems Grant Program, administered by the Department of Energy, to provide grants for qualified solar and battery storage projects beginning July 1, 2026.

Provides grants equal to 35% of eligible project costs, with residential projects capped at $6,000 maximum; no cap specified for commercial, industrial, or utility-scale projects.

Allocates grant funding with 25% reserved for qualified residential projects and 75% for commercial, industrial, and utility-scale projects, subject to annual General Assembly appropriation.

Requires projects to be fully operational within five years of construction start, with minimum battery storage duration of 2 hours for residential and 4 hours for commercial/industrial/utility-scale projects.

Directs the Department to maintain a public dashboard displaying regional uptake, demographic distribution including low-to-moderate income data, and quarterly transparency reports on grant allocation.
