Expands Virginia's photo speed monitoring device program to include pedestrian crossing violation monitoring systems and stop sign violation monitoring systems in school crossing zones and highway work zones

Limits highway work zone enforcement to only when workers are physically present at the time of the violation

Sets civil penalties at no more than $100 for violations including speeding 10+ mph over the limit, pedestrian crossing violations, and stop sign violations

Requires localities to use collected civil penalties first for their monitoring programs, with excess funds deposited into a local fund dedicated to traffic safety initiatives, pedestrian and bicycle safety, and public transit improvements

Mandates that localities operating photo speed monitoring devices install a speed display sign at least 500 feet before the monitoring device location
