Expands Virginia's automated traffic enforcement systems beyond photo speed monitoring devices to include pedestrian crossing violation monitoring systems and stop sign violation monitoring systems in school crossing zones and highway work zones.

Limits enforcement in highway work zones to times when workers are physically present providing maintenance or construction services.

Establishes a civil penalty of up to $100 for violations detected by any of the three monitoring systems, with penalties directed to local traffic safety programs or the Virginia Highway Safety Improvement Program.

Requires localities to use excess revenue from these programs for traffic safety initiatives, speed management, bicycle and pedestrian safety, and public transit improvements, with priority given to highway work zones, high-risk intersection segments, and school crossing zones.

Mandates that State Police civil penalties collected after July 1, 2026, be deposited into a dedicated fund for program costs, with excess funds going to the Commonwealth Transportation Board for highway safety improvements.
