Requires social media platforms to implement interoperability interfaces allowing users to share their "social graph data" (posts, followers, connections, comments, profile information) directly with other platforms of their choosing

Requires deployers of general-purpose generative AI models to implement similar interoperability interfaces for users to share their "contextual data" (prompts, conversation histories, files, preferences) with competing AI systems

Platforms and AI deployers must use open protocols free from licensing fees, maintain continuous real-time data sharing, obtain user consent, and implement reasonable data security practices

Expands existing consumer data rights under Virginia's Consumer Data Protection Act to explicitly include the right to delete or obtain portable copies of social graph data and AI contextual data

Platforms are not required to share trade secrets, proprietary algorithms, ranking systems, or internally generated inferences about users; effective date is July 1, 2027
