Expands Virginia's population reallocation rules for redistricting to include persons civilly committed to facilities operated by the Department of Behavioral Health and Developmental Services under Chapter 9 of Title 37.2 (sexually violent predator civil commitment)

Requires civilly committed individuals to be counted at their pre-commitment Virginia address for redistricting purposes, rather than at the facility location

Mandates the Department of Behavioral Health and Developmental Services report specific data to the Division of Legislative Services by July 1 of each decennial census year, including unique identifiers, residential addresses, race, ethnicity, and age information

Applies the same counting methodology already used for incarcerated persons in federal, state, and local correctional facilities to civilly committed individuals

Specifies that adjusted population data will be used only for redistricting and reapportionment purposes, not for distribution of federal or state aid
