Establishes the At-Risk Program to support educationally at-risk students through prevention, intervention, remediation activities, dropout prevention, teacher recruitment incentives, and programs for English language learners, with state funding allocated based on both a flat per-pupil rate and a variable rate tied to poverty concentration in each school division.

Creates flexible state-funded add-ons for special education students, calculated by multiplying student weights by per-pupil basic aid amounts for Service Level I and Service Level II students, with local funding obligations determined by each division's composite index of local ability-to-pay.

Establishes flexible state-funded add-ons for English language learner students, calculated as a percentage of the school division's per-pupil basic aid for each ELL student.

Requires school divisions receiving these add-on funds to demonstrate compliance with local maintenance of effort requirements and submit annual reports to the Department of Education on fund usage, with the Department authorized to recover funds from non-compliant divisions.

Eliminates the existing block grant program that previously distributed funds for at-risk add-on programs, dropout prevention (Project YES), English as a second language programs, AVID, and other categorical programs.
