Expands eligibility for the Virginia Military Survivors and Dependents Education Program by allowing domicile or physical presence requirements to be waived when a military family relocated outside Virginia due to lawful military orders

Permits survivors or dependents who relocated to Virginia by military order to qualify if they establish Commonwealth residency after being enrolled in a similar military tuition waiver program in another state

Applies to spouses and children (ages 16-29) of service members killed, missing in action, held as prisoners of war, or rated at least 90% permanently disabled due to military service

Provides tuition and mandatory fee waivers at Virginia public institutions of higher education for eligible qualified survivors and dependents

Grants the Commissioner of Veterans Services authority to evaluate domicile requirements through surviving family members when a service member or spouse dies before meeting physical presence requirements
