Defines "high energy use facility" (HEUF) as any facility requiring 100 megawatts or more of electrical power from a retail utility provider

Requires localities to mandate site assessments examining sound impacts on residential units and schools within 500 feet of the property boundary before approving rezoning, special exceptions, or special use permits for new HEUFs

Allows localities to additionally require assessment of impacts on ground and surface water resources, agricultural resources, parks, registered historic sites, and forestland on or immediately adjacent to the site

Requires electric utilities to submit information about substations and anticipated transmission voltage needed to serve the proposed HEUF prior to local approval

Exempts expansions or modifications of existing approved facilities unless the expansion requires an additional 100 megawatts or more of electrical power
