Renames the Hunger-Free Campus Food Pantry Grant Program to the "Hunger-Free Campus Grant Program" and expands its scope beyond food pantries

Requires public and eligible private higher education institutions seeking the "Hunger-Free Campus" designation to establish a student meal credit sharing program if they offer meal swipe plans

Allows students to voluntarily donate unused meal plan credits to be distributed to other students at campus dining halls, on-campus food pantries, or to support food pantry operations

Mandates institutions develop procedures for how students can donate unused meal credits and how students in need can apply to receive donated credits

Maintains existing requirements including free on-campus food pantries with no demonstration of food insecurity required, while prioritizing grants to institutions with the highest percentage of Pell Grant-eligible students
