Graduated from the University of Virginia in 1964 and earned a master's degree in sociology from Howard University, with early career work in welfare, urban renewal, and police-community relations research

Served the General Assembly from 1984 to 2016, supporting the House Committee on Conservation and Natural Resources, House Committee on the Chesapeake and Its Tributaries, and Senate Committee on Agriculture, Conservation and Natural Resources

Oversaw the recodification of Title 3.1 of the Code of Virginia and conducted studies on combined sewer overflows, slant drilling under the Chesapeake Bay, and water withdrawal surcharges

The General Assembly formally recognizes his contributions to Virginia's agricultural heritage, natural resource conservation, and environmental policy through this joint resolution
