Franklin Delano Yancey, Sr. ("Doc Yancey") of Blackstone, Virginia, died on December 18, 2025, and is honored by this joint resolution agreed to by the Senate on March 5, 2026, and the House of Delegates on March 9, 2026

Graduated from Virginia Commonwealth University School of Pharmacy in 1967 and served in the United States Army before owning and operating Spencer's Drug Store in Blackstone for more than 40 years

Active community member who participated in the local Rotary Club, chamber of commerce, and served as a Little League coach

Devoted member of Crenshaw United Methodist Church in Blackstone, where he participated in the men's Bible study class

Survived by his children Franklin Jr., Cameron, and Allison and their families; preceded in death by his wife Debbie
