John W. Ormond, a Newport News Shipbuilding project manager and longtime scoutmaster in Smithfield, was named the 2025 Smithfield Citizen of the Year by the Rotary Club of Smithfield and Smithfield Ruritan Club

Ormond has served Scouting America for over two decades, starting as committee chair for Cub Scout Pack 7, becoming assistant scoutmaster of Troop 3 in 2000, and taking over as scoutmaster in 2005

He organized summer camp programs for 20 years and led scout trips to national destinations including the Grand Canyon, Yellowstone National Park, and Shenandoah National Park

Ormond founded Sea Scout Ship 37 and served as its first skipper, leading scouts in boat maintenance and regional maritime expeditions

The Virginia General Assembly formally commends Ormond for his community service, noting he continued volunteering even after all three of his children achieved Eagle Scout rank
