Directs the Joint Legislative Audit and Review Commission (JLARC) to update its 2016 study examining the impact of state and federal regulations on Virginia's manufacturing sector

JLARC's 2016 study estimated Virginia manufacturers spent between $942 million and $4.84 billion in 2014 on regulatory compliance, and manufacturing employment declined by 64,289 jobs (22%) between 2005 and 2014

The updated study must estimate current compliance costs, evaluate how Virginia expands on federal regulations, review state agency actions since 2016 affecting compliance costs, and compare costs across industry sectors

Study must also compare Virginia manufacturers' regulatory compliance costs with those in other Mid-Atlantic and Southern states, to the extent data is available

JLARC must complete its work in two phases, with executive summaries due by November 30, 2026, and November 30, 2027, to be submitted to the General Assembly
