Christopher John Tutko served 28 years with the Manassas Police Department, joining as a patrol officer in 1971 and rising to chief of police in 1993 before retiring in 1997

As chief, he focused on community policing, officer education, and modernizing the department through new technology

After retirement, he worked with national law enforcement organizations including the Police Executive Research Foundation, International Association of Chiefs of Police, and National Organization of Black Law Enforcement Executives

He served as director of neighborhood watch for the National Sheriffs' Association

The General Assembly directs the Clerk of the Senate to present a copy of this resolution to his family following his death on August 31, 2025
