Directs the Joint Legislative Audit and Review Commission (JLARC) to study the potential impacts of expanding discretionary parole eligibility in Virginia, which was effectively eliminated for adult felony convictions in 1995

Requires JLARC to consult with the Virginia Parole Board, Department of Corrections, Criminal Sentencing Commission, and other stakeholders to evaluate current geriatric release populations, recidivism rates, and fiscal impacts of limited parole

Mandates analysis of successful discretionary parole policies in other states and development of a risk assessment tool framework for evaluating safety risks and rehabilitation outcomes

Requires JLARC to estimate potential cost savings from expanded parole eligibility and identify methodologies for any future expansion, including recommendations for legislative or executive action

Sets reporting deadlines with an interim summary due by March 1, 2027, and a final executive summary due by December 1, 2027
