Served as honorary consul of France to the Commonwealth of Virginia for 25 years, coordinating the establishment of the French Memorial in Yorktown

Came to Hampton in 1963 as one of the first foreign exchange students at Christopher Newport College and later taught French at Our Lady of Mount Carmel School and assisted in York County Public Schools

Received France's highest honors including Chevalier de la Légion d'Honneur, Chevalier de l'Ordre National du Mérite, and the Gold Medal of the Renaissance Française

Resolution directs the Clerk of the Senate to present a copy to her family, including her son, the Honorable David Etienne Yancey
