Rao earned a civil engineering degree from Andhra University and a doctorate in water resources engineering from Montana State University, then worked with the World Bank, United Nations, and Asian Development Bank on infrastructure projects across 40 countries

Founded Balavikas of Fairfax for youth spiritual development, launched the PROCEED Project to mentor low-income students in India, and established the Virtual Classroom Project in Visakhapatnam to improve rural education access

Andhra University created the Dr. G.V.V. Rao Young Engineer Dreamer Awards in his honor; he also led local Toastmasters and was a member of the NAACP and Interfaith Council of Metropolitan Washington

Resolution directs the Clerk of the Senate to present a copy to his surviving family, including wife Suryakumari and five children
