Commends the James Solomon Russell–Saint Paul's College Museum and Archives, Inc. on its 10th anniversary in 2026, recognizing its mission to preserve materials related to James Solomon Russell and Saint Paul's College (1888-2013)

The museum opened in 2016 in the Brunswick County Conference Center, formerly the John E. Thomasson Student Center at Saint Paul's College, with support from the Brunswick County Board of Supervisors

Successfully advocated for establishing March 28 as James Solomon Russell Day in Virginia during the 2020 legislative session

Partnered with the Smithsonian's National Museum of African American History and Culture and joined the National HBCU Digital Library Trust in 2025 to digitize and preserve collections

Serves as Brunswick County's affiliate for Dolly Parton's Imagination Library and partners with the Read With Malcolm literacy program to promote reading in Southside Virginia schools
