F. Patrick Kavanaugh, Jr., a Virginia Beach resident and devoted public servant, died on June 30, 2025, and is honored by the Virginia Senate for his lifetime of service

Joined the Virginia Beach Volunteer Rescue Squad in 1978, became a life member in 1988, was named Squad Member of the Year in 1992, and elected squad captain in 1993

Founded the VBVRS Honor Guard in 1986 and received a Certificate of Commendation from the Virginia Beach police chief in 1987 for preventing an attempted abduction

Demonstrated heroism during the April 6, 2012, F-18 Hornet crash into his apartment complex by assisting an injured pilot despite his own health challenges

Worked professionally with Tidewater Regional Transit and Hampton Roads Transit, and is survived by his son Patrick and three sisters
