Bars providers from disconnecting consumers, charging unconscionably high prices, or imposing data limits during declared states of emergency that cause financial hardship

Directs the Commissioner of Public Service to establish a VoIP monitoring program including quarterly outage report reviews, annual provider compliance certifications for E-911 and battery backup requirements, and consumer education on emergency preparedness
