Prohibits product testing facilities in Vermont from using traditional animal test methods when a state or federal agency has approved an alternative test method or granted a waiver for the required animal testing

Requires facilities to use the fewest animals possible and minimize pain and stress when no alternative test method or waiver is available

Exempts biomedical research, animal testing required by state or federal law, and testing specifically requested by regulatory agencies for consumer health and safety assessments

Mandates annual reporting by February 1 to the Attorney General on animal testing conducted, including species used, number of animals, alternative methods employed, and waivers utilized

Effective July 1, 2026, with violations treated as consumer protection violations under 9 V.S.A. § 2453, enforceable by the Attorney General with private party remedies available
