Amends Titles 1–10 of the Vermont Statutes Annotated to expressly include "affirmation" as an alternative wherever an "oath" or "swearing" is required, ensuring individuals who object to oaths on religious or conscientious grounds can make a legally equivalent affirmation instead.

Updates statutory definitions so that "oath" shall include affirmation in all cases, and "sworn" shall include "affirmed" throughout the affected titles.

Makes conforming technical amendments across approximately 105 sections covering areas including legislative procedures, professional licensing boards, court proceedings, insurance filings, financial institutions, agriculture, transportation, and environmental matters.

Clarifies that technical amendments in this act are supplemental to other legislative changes and shall not supersede substantive changes in other bills enacted during the current biennium.

Takes effect on January 1, 2027.
