Amends the Health Equity Advisory Commission statute (18 V.S.A. § 252) to recognize MadFreedom, Inc. as the entity appointing a commission member

Updates the Mental Health Crisis Response Commission (18 V.S.A. § 7257a) and Mental Health Response Service Guidelines (18 V.S.A. § 7260) to replace Vermont Psychiatric Survivors with MadFreedom, Inc.
