Establishes dual leadership of Vermont's workforce system by designating both the Commissioner of Labor and the Executive Director of the Office of Workforce Strategy and Development as co-leaders of workforce education and employment training

Assigns the Department of Labor responsibility for administering workforce programs, operating job centers, maintaining an electronic job board, providing reemployment services, and serving as the State Workforce Agency under federal WIOA requirements

Assigns the Office of Workforce Strategy and Development responsibility for developing comprehensive statewide workforce strategy with measurable goals, maintaining a public inventory of all workforce programs, coordinating across public and private sectors, and advising the Governor

Requires a comprehensive biennial workforce report to the Governor and legislative committees by December 1, replacing the previous annual reporting requirement, covering system accomplishments, priorities, and funding needs

Effective date: July 1, 2025
