Vermont would join the Dentist and Dental Hygienist Compact, an interstate agreement allowing licensed dentists and dental hygienists to practice across participating states without obtaining separate licenses in each state

Licensees with a qualifying license in good standing from any participating state could obtain a "compact privilege" to practice in other member states by meeting requirements including passing National Board Examinations, completing accredited education programs, and satisfying any state jurisprudence requirements

The Compact establishes the Dentist and Dental Hygienist Compact Commission, a joint government agency with one commissioner per participating state, to administer the agreement, maintain a shared data system, and promulgate rules

Active military members and their spouses would be exempt from Commission fees for obtaining compact privileges, and states may reduce or waive their own fees for this group

The Compact takes effect when enacted by seven states; participating states retain authority to regulate dental practice within their borders, impose adverse actions, and may withdraw by repealing the statute with 180 days' notice
