Requires all Vermont public schools, independent schools, career and technical centers, and prequalified private prekindergarten programs to adopt policies prohibiting student use of cell phones and personal electronic devices from arrival to dismissal, effective December 1, 2025

Schools may implement the ban by prohibiting devices entirely, requiring storage in designated areas, or using securing products like device lockers or lockable pouches

Provides exceptions for students who need devices for documented health reasons (certified by a physician or nurse) or as required by an individualized education program (IEP) or 504 plan

Prohibits schools from using social media to communicate with students directly and from requiring or permitting student use of social media for homework, school activities, sports, or extracurricular clubs

Requires schools to block student access to social media on school-issued devices and while under school supervision
