Health insurance plans must cover fertility services including diagnostic care, intrauterine insemination, at least three IVF egg retrievals with unlimited embryo transfers, fertility medications, and fertility preservation with five years of cryopreservation storage

Vermont Medicaid must provide the same fertility coverage as private insurers; the Agency of Human Services must request federal approval for a state plan amendment by September 1, 2025

Private insurance provisions take effect January 1, 2026 (with full compliance required by January 1, 2027); the Department of Financial Regulation must report annually on compliance and access barriers
