Vermont Department of Health must establish and maintain an emergency stockpile of essential medications for reproductive and gender-affirming care, including puberty blockers, hormone therapies, abortion medications, and contraceptives

Department may contract with health care providers, facilities, and other entities to administer the stockpile, with strategic placement across the state prioritizing underserved and rural communities

Department must adopt rules governing which specific medications to stockpile, procurement and distribution procedures, and inventory rotation protocols to minimize waste

Annual report to the General Assembly required by January 15, covering average doses on hand, utilization rates by medication category, and supply/demand outlook

Emergency rulemaking authority granted with deadline of September 1, 2025, based on finding that potential access limitations constitute imminent peril to public health; act takes effect on passage
