Creates the Joint Government Oversight and Accountability Committee with 8 members (4 from House, 4 from Senate), with no more than 2 members from the same party per chamber, to examine and investigate matters of significant public concern related to State government performance

Defines "issues of significant public concern" as those affecting the State as a whole, affecting vulnerable populations, costing more than $100,000,000, implicating serious government oversight failures, arising from previously enacted legislation, or involving failure to respond to audits

Changes the default submission date for periodic agency reports to the General Assembly from January 15 to November 15, and requires agencies to notify relevant committees if reports will be late

Requires the Auditor of Accounts to provide written summaries of all completed audits to the new Committee and establishes a pilot program for auditing up to 5 State agency administrative programs every two years (reports due November 15 in 2026, 2028, and 2030)

Authorizes the Chief Performance Officer and standing committees to submit requests to the new Committee to revise population-level indicators used in the Annual State Outcomes Report
