Expands the Vermont National Guard Tuition Benefit Program to cover graduate degrees and second baccalaureate degrees, in addition to the currently covered undergraduate certificates and first bachelor's degrees

Requires members pursuing graduate degrees to commit to full-time employment in Vermont (or actively seeking such employment) after receiving the degree until their service commitment is satisfied

Allows members who already received an undergraduate degree through the Program to also pursue a graduate degree under the Program

Adds failure to meet the Vermont employment requirement as grounds for termination of tuition benefits and repayment of tuition for graduate degree recipients

Takes effect July 1, 2025
