Municipalities may adopt ordinances extending scrapyard enforcement authority to any premises constituting a public nuisance due to accumulation of rubbish, scrap, junk, or abandoned vehicles

Grants up to $250,000 authorized from the Solid Waste Management Assistance Account for municipalities to conduct soil testing and cleanup on tax-foreclosed properties

Civil penalties up to $800 established for refuse violations, with additional fines of up to $100 per day for failure to properly dispose of materials; unpaid penalties become liens on the property

Public nuisance determination applies to properties with unauthorized accumulation persisting 90 days or more that endangers health, safety, or property of a considerable number of persons
