Establishes voluntary state certification for community-based perinatal doulas, who provide nonclinical emotional, physical, and educational support to under-resourced and marginalized populations during pregnancy, childbirth, and up to one year postpartum

Requires applicants to be at least 18 years old, demonstrate competency through experience, mentorship, training, or formal education, and pass criminal background checks

Creates oversight by the Director of the Office of Professional Regulation, with two certified community-based perinatal doulas appointed as advisors by the Secretary of State

Sets fees at $75 for initial certification application and $120 for biennial renewal, with continuing education or competency requirements for renewal

Takes effect July 1, 2026, with rulemaking to begin prior to that date; noncertified individuals may still provide doula services but cannot claim state certification
