Requires the Governor to obtain General Assembly approval before entering into, modifying, or extending federal immigration enforcement agreements under 8 U.S.C. § 1357(g) or 19 U.S.C. § 1401(i)

Governor must provide the full text of any proposed agreement and an analysis of fiscal, social, and legal impacts to the General Assembly at least 60 days before a vote

Public hearings must be held to gather input from Vermonters, including immigrant advocacy organizations, before any agreement can be approved

Prohibits entering into immigration agreements when the General Assembly is not in session, and bars state, county, or municipal law enforcement from participating without legislative approval

Requires the Governor to submit an annual report by December 1 to legislative committees detailing any discussions or negotiations regarding such agreements
